*Legislators were ranked from highest to lowest in the order of the percentage of votes they cast consistent with the UAR’s position. Because a legislator may have not voted on a particular bill, or was absent from a vote, that vote did not count for or against a legislator.

To that end, the rankings may be somewhat misleading because a legislator may rank higher than another legislator simply by missing a particular vote which might have otherwise counted against that legislator. Furthermore, not all votes are equal; some bills were of greater importance to the real estate industry than other bills. Still, voting patterns do emerge from this analysis.
